Abstract

The practice of illegal fishing by Malaysian fishermen has become a serious concern for the Indonesian government, as it not only results in economic losses but also constitutes a violation of national sovereignty and contributes to the degradation of marine resources. In response, the Indonesian government has adopted maritime diplomacy as a preventive measure while also aiming to maintain the stability of bilateral relations between the two countries. This study aims to analyze Indonesia’s maritime diplomacy in addressing cases of illegal fishing committed by Malaysian fishermen. This research employs a descriptive qualitative method with data collection conducted through document analysis, using the concept of Maritime Diplomacy by Christian Le Miere, which encompasses cooperative maritime diplomacy, persuasive maritime diplomacy, and coercive maritime diplomacy. The findings of this study indicate that among the three forms of maritime diplomacy, the implementation of cooperative maritime diplomacy is reflected in the conduct of review meetings on the MoU Common Guidelines Concerning Treatment of Fishermen of Malaysia and The Republic of Indonesia; persuasive maritime diplomacy is realized through the implementation of the Coordinated Patrol between Malaysia and Indonesia (Patkor Malindo); and coercive maritime diplomacy is demonstrated through the sinking of illegal foreign fishing vessels (IFFVs) caught conducting illegal fishing activities within Indonesian waters.
