Abstract
A good and positive growth in the multilevel marketing business and industry turned out to be accompanied by the emergence of forms of crime. In Indonesia, direct sales are currently developing through a pyramid scheme system. This system at a glance is similar to multilevel marketing and many people have been involved as members. The pyramid system offers the opportunity to get huge profits with little effort. Based on the description above, the legal issues to be discussed in this thesis are as fallows : What is the criminal policy in the preventions of criminal acts in the trade of goods and service with a pyramid scheme system ? What is the criminal policy in prosecuting criminal acts in the field of trade in goods and services with a pyramid scheme system ? How should the concept of criminal policy in the prevention (prevention and prosecution) of criminal acts in the field of trade in goods and services with a pyramid scheme system ? This type of research used normative legal research. Another name for normative as library research or document study because this research is mostly done on secondary data in the library. From the results of the research conducted, the following conclusions are abtained : Criminal policies in effors to prevent crime in the field of trade in goods and services with a pyramid scheme system had been carried out both by the government and parties outside the government. In addition to criminal policies in prevention effors, these is also a criminal policy in prosecuting criminal acts in the field of trade in goods and services with a pyramid scheme system, namely by the enforcement of the Criminal Justice System. Furthermore, the researcher presented the concept of criminal policy for crime prevention in the field of trade in the distribution of goods and services with a pyramid scheme system that shoul be develoved and applied in the future, where in this case the philosophical foundation, juridical consideration and sociological arguments must be seen.
