Abstract

This research aims to analyze the implementation of the Public Service Mall innovation in Payakumbuh City from the perspective from the Best Practice based on Prasojo’s theory (2007), which is a manifestation of the local government’s commitment to improving the quality of public services by integrating various services in one unified location. To achieve this objective, this research uses a qualitative descriptive method with data collection through observation, interviews, and documentation studies, and is analyzed using the Miles and Huberman model. The research results show that the implementation of Public Service Mall innovation in Payakumbuh City has had a positive impact, such as increased public satisfaction, efficiency in time, cost, and effort, as well as local economic growth. Partnerships between agencies have developed well, although there are obstacles related to the commitment of some agencies. The sustainability of the innovation is supported by strong regulations, although there have been no updates, limitations in operational budget, competent human resources, and technology. Leadership and community empowerment play a crucial role in the success of the innovation, while aspects of gender equality and social exclusion have been integrated through responsive services and inclusive facilities. This innovation is deemed in line with community policies and needs, and has potential to be implemented in other regions. Overall, the implementation of the Public Service Mall innovation in Payakumbuh City has been in accordance with and meets the Best Practice theory by Prasojo (2007), although it still requires optimization in terms of organizer’s commitment, special budget, and regulatory update.
