Abstract

This study aims to provide an in-depth understanding of the implementation process of inclusive development policies based on infrastructure in South Sumatra Province. Using a qualitative interpretative approach, the research explores how implementing actors, target groups, and policy environments interact and negotiate meanings in realizing the vision of “South Sumatra Progresses for All.” The study modifies Thomas B. Smith’s conceptual framework by incorporating interpretative, relational, and contextual dimensions to better capture the complexity of implementation practices.The findings reveal that policy implementation does not follow a linear and technocratic path, but unfolds through processes of dialogue, reinterpretation, and institutional adaptation. From this, the DERU Model (Dialogic, Empathic, Responsive for Infrastructure-based Inclusive Development) is proposed, emphasizing the importance of dialogical leadership, cross-actor coordination, and social sensitivity in designing and executing inclusive regional development policies. The model positions infrastructure not merely as a physical output, but as an instrument for achieving spatial and social justice. Conceptually, this study contributes by integrating institutional and interpretative approaches; practically, it offers guidance for implementing inclusive policies in decentralized governance contexts.
