Abstract

Penelitian ini bertujuan untuk menganalisis kekuatan memaksa dan efektivitas struktur kelembagaan dalam Peraturan Pemerintah Nomor 27 Tahun 2020 tentang Pengelolaan Sampah Spesifik, khususnya dalam konteks pengelolaan limbah bahan berbahaya dan beracun (B3) dari rumah tangga. Pendekatan yang digunakan dalam penelitian ini adalah kombinasi antara Institutional Grammar 2.0 dan Q Methodology untuk menggali isi aturan serta persepsi pelaksana kebijakan. Metode yang digunakan melibatkan dua tahap parsing teks regulasi menggunakan teknik Natural Language Processing (spaCy) dan pengkodean dengan IG Parser. Parsing dilakukan untuk mengidentifikasi elemen-elemen sintaksis institusional seperti Attribute, Deontic, Aim, dan Condition. Hasil parsing selanjutnya dianalisis berdasarkan klasifikasi tipe aturan (position, choice, boundary, dan lainnya), serta divalidasi melalui uji Cohen’s Kappa, Fleiss’ Kappa, dan Krippendorff’s Alpha guna menjamin reliabilitas. Temuan menunjukkan bahwa aturan dalam PP No. 27 Tahun 2020 didominasi oleh norma berbasis kewajiban (must) dan position rules, yang menandakan sifat instruktif dan sentralistik dari regulasi. Visualisasi jaringan institusional mengungkap hubungan aktor yang kurang terintegrasi, ditandai oleh nilai density dan betweenness centrality yang rendah. Sementara itu, analisis persepsi aktor melalui Q Methodology mengidentifikasi tiga pola pandangan utama terhadap efektivitas kebijakan ini. Penelitian ini menyimpulkan bahwa keberhasilan implementasi regulasi tidak hanya bergantung pada kekuatan normatif, tetapi juga pada kualitas interaksi antaraktor dan desain kebijakan yang adaptif. Penelitian ini berkontribusi dalam pengembangan metode analisis kebijakan berbasis sintaksis regulatif dan persepsi aktor. Kata Kunci: Institusional Grammar 2.0, Q Methodology, Sampah B3
