Abstract

The issuance of the Indonesian National Identity Card (KTP) is not merely a formality, but a fundamental necessity that grants access to various rights, obligations, and public services. This study aims to examine the implementation of the biometric-based e-KTP policy at the UPTD Office of Population and Civil Registration in Kertapati District, Palembang City. The policy is part of the modernization of civil administration intended to improve the accuracy of population data and prevent identity fraud. This research adopts a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation involving UPTD officers and citizens as service recipients. The findings show that the implementation of the biometric-based e-KTP policy has generally followed the established procedures, although several challenges persist The main obstacles include limited human resources, insufficient supporting infrastructure and facilities, as well as the public's limited understanding of biometric technology used in the data recording process Despite these challenges the policy has had a positive impact on improving the orderliness of population administration. Therefore enhancing staff capacity upgrading infrastructure, and intensifying public outreach and education are necessary to ensure that the policy implementation becomes more optimal and inclusive in the future Keywords Policy Implementation, e-KTP Biometric Technology Population Administration
