Abstract
Limited job opportunities in Indonesia have prompted some Indonesian citizens to work abroad as Indonesian Citizens (WNI). However, the placement of WNI abroad, particularly in Malaysia, is often associated by various problems, ranging from violence and fraud to shootings involving Malaysian security forces. The purpose of this study is to analyze Indonesia's policy as a response to the case of the shooting of WNI non-procedural by the Royal Malaysian Police, and this study uses the Rational Actor Model (RAM) developed by Graham T. Allison and Philip Zelikow (1999) in their book titled “Essence of Decision,” Allison explains three main indicators in RAM that can be used to analyze actions taken by a country, namely Unified National Actor, The Problem, and Action as Rational Choice. The research findings indicate that despite the involvement of various institutions, they share the same objective, leading to the conclusion that Indonesia acts as a single actor in responding to cases of WNI non-procedural incidents. The main issues faced by Indonesia are human rights violations, accountability and transparency in cases, vulnerabilities in WNI practices, and diplomatic relations between Indonesia and Malaysia. Finally, as a rational response to the numerous non-procedural WNI cases in Malaysia, Indonesia has taken several actions, including repeatedly sending protest notes (including three notes regarding Tanjung Rhu 2025), reviewing the 2022 MoU with a focus on migrant workers' rights and wages as well as joint oversight, strengthening protection and assistance for victims through BP2MI and the Indonesian Embassy, and avoiding a full moratorium on sending migrant workers to Malaysia.
