Abstract

This study aims to analyze the simultaneous relationship between economic growth, government spending, and the Human Development Index (HDI), as well as to assess the influence of exogenous variables on these three indicators. The study uses a simultaneous equation model approach with the Two-Stage Least Squares (2SLS) method, based on panel data from seven ASEAN countries during the period 2008–2022. The results indicate a significant reciprocal relationship between government spending, economic growth, and the HDI. Government spending has a positive impact on economic growth and the HDI. The HDI also has a positive impact on economic growth and government spending, highlighting the importance of human development in driving productivity and fiscal capacity. Conversely, economic growth does not significantly affect HDI, indicating that increased economic output does not necessarily improve the quality of life of the people without the support of inclusive distribution policies. From the exogenous variable perspective, foreign direct investment (FDI), labor, and population density significantly affect economic growth and HDI. Inflation and exchange rates have a negative impact on government spending, while education funding significantly contributes to HDI improvement. These findings indicate that integration between fiscal policy, strengthening human development, and macroeconomic stability is crucial for achieving inclusive and sustainable growth in the ASEAN region.
