Abstract

This study analyzes Indonesia's diplomatic strategy in maintaining Southeast Asia as a nuclear-free zone following the formation of the AUKUS alliance in 2021. The formation of AUKUS has raised concerns for Indonesia regarding plans to build AUKUS nuclear-powered submarines. This study focuses on how Indonesia's diplomacy engages in dialogue with nuclear-armed states. Using a qualitative approach through descriptive methods and literature review, this study identifies challenges such as the risk of nuclear proliferation and the differing responses of ASEAN countries to AUKUS. Indonesia employs four main diplomatic strategies based on G.R. Berridge's theory: communication, relationship building, negotiation, and promotion of interests. Through bilateral negotiations such as the 2+2 meeting with Australia and multilateral forums such as the ASEAN Ministerial Meeting, Indonesia promotes compliance with non-proliferation principles. Effective communication on platforms such as the East Asia Summit allows Indonesia to voice its concerns and build dialogue with nuclear-weapon states. By building relationships and promoting common interests, Indonesia strengthens ASEAN solidarity and commitment to the Southeast Asia Nuclear-Weapon-Free Zone (SEANWFZ). The findings show that Indonesia's proactive diplomacy plays an important role in maintaining regional stability and countering the potential destabilizing effects of AUKUS.
