Abstract

Rice farming remains the backbone of national food security, primarily because rice is the staple food of the majority of Indonesians. Therefore, the availability of rice stocks that can be supplied nationally is one factor that can influence food security. In urban areas, limited agricultural land area results in a relatively small scale of rice farming. This impacts limited production and low household incomes. Consequently, farmers tend to seek additional sources of income outside the agricultural sector, either through part-time work in the informal sector or other non-farm activities. The income and consumption expenditure, as well as the availability of staple food for rice farming households in Palembang City, are influenced by agricultural yields, which depend on the quality and access to wetlands. Disparities in farmer income are caused by differences in wetland typology, such as tidal and non-tidal, or lebak, which directly affect the ability of farming households to purchase and consume food. Therefore, it is important to examine how the income and expenditure patterns of rice farming households in urban areas correlate with their food availability. This research focuses on rice farming households in the Karya Jaya and Keramasan Villages, Kertapati District, Palembang City, which represent the characteristics of agricultural areas under urban pressure. By analyzing the structure of income and expenditure of farming households and their food availability conditions, this research is expected to provide policy recommendations for strengthening the food security of farming families and developing a sustainable urban farming system. The objectives of this study are: (1) To analyze household income and consumption expenditure of rice farmers in wetland typologies in Palembang City; (2) To analyze the level of staple food availability in rice farming households in wetland typologies in Palembang City; (3) To analyze the factors influencing staple food availability in rice farming households in wetland typologies in Palembang City. This research was conducted in Palembang City, specifically in Kertapati District—Karya Jaya and Keramasan Sub-districts—from October 2024 until completion. The research method used is a survey method with simple random sampling, involving 138 farmer respondents. The data used consist of both primary and secondary data. The results of the study are as follows: (1) The average annual household income of rice farmers in Palembang City is IDR 33,046,689.27. The largest component comes from the non-farm sector at 78.65%, followed by rice farming at 20.19% and non-rice farming at 1.16%. This indicates that most farmers rely on non-agricultural sectors for their primary income, not agricultural activities. Therefore, non-farm activities play a significant role in supporting the household economy.; (2) The average household food expenditure is IDR 16,066,217.64 per year, while non-food expenditure averages IDR 16,235,970.96 per year; (3) In terms of rice availability, the net remaining rice availability is 537.92 kg per year (416.22 grams/capita/day) or 1.498.38 kcal of energy/capita/day. This figure indicates that the availability of rice for household farmers in Palembang City is relatively low; (4) The results of the regression analysis indicate that land area, grain price, household income, household expenditure, and farming experience have a positive and significant effect on food availability. Meanwhile, the variables of education level and farmer age do not show a significant effect.
