Abstract
Parking fees, especially in tourist areas such as Benteng Kuto Besak (BKB) in Palembang City, are an important component of public service delivery and a strategic source of local revenue (PAD). However, there are still many unresolved issues, such as inconsistent rates, lack of transparency, and the emergence of illegal levies, which create a negative perception among the public towards parking services. By using Richard M. Steers' organizational effectiveness theory (1985), which includes three main dimensions: goal achievement, integrity, and adaptation, this research aims to evaluate the effectiveness of parking fee management in the BKB tourist area. The research results indicate that the parking system has implemented standard operating procedures (SOP), automatic gates, and entry tickets in terms of goal achievement; however, revenue realization remains fluctuating and not fully stable. In terms of integrity, internal administrative reporting is functioning well, but public transparency has not reached the same level. Accountability and compliance have been implemented by field officers, but there is a lack of oversight. In terms of adaptation, the managers have shown an extraordinary ability to adjust to the changes occurring in the field; however, the assessment and community feedback system remains disorganized and reactive.
