Abstract

This study examines the advocacy efforts of Humane Society Internasional (HSI) in the policymaking process of banning the dog meat trade ifcn South Korea in 2024. Utilizing a descriptive qualitative approach and the Transnational Advocacy Networks (TANs) theoretical framework by Keck and Sikking, the study finds that HSI employs four main strategies: Information Politics, Symbolic Politics, Leverage Politics, and Accountability Politics to influence South Korea’s domestik policy. HSI not only acts as an advocate for animal rights but also serves as a facilitator for economic transition for affected business actors. The findings demonstrate that INGO advocacy can make a tangible contribution to shaping a country’s domestic policy while fostering equitable and sustainable social change. This research offers theoretical contributions to Internasional Relations studies as well as practical recommendations for animal protection organizations at the global level.
