Abstract

Elderly is one of the vulnerable groups in the family, the development of the elderly needs special attention in accordance with their existence. Indonesia is one of the countries that will enter the era of more elderly people, in South Sumatra according to the Central Bureau of Statistics data in the 12 most senior regencies and cities in Palembang City 47,947 people. In Ilir Timur II Subdistrict, the lowest health service coverage is at Sabokingking Health Center, with only 41.9% achievement with 70% achievement target. This study uses a qualitative approach that aims to get in-depth information about the implementation of elderly health care programs. There were 3 informants, namely those in charge of the program, program holders and program coordination, then 5 elderly people. Based of the study know that the programs carried out were health services in the building, namely the Posyandu for the elderly and outside the building in the form of home care and Prolanis which had not been routinely carried out. Inputs are human resources with an adequate level of education and lack of staff training, funding from programs and facilities with a proportion of funds for elderly programs, namely 10% of Health Operational Costs (BOK), lack of facilities such as lack of space for elderly health services, methods namely referring to the Permenkes guideline No.43 of 2016. The process, has carried out service activities and has been in accordance with guidelines such as organizing and supervision, but in planning and implementation is not yet optimal seen from the observations on each activity and document review. The low coverage of elderly health services is due to non-routine programs that are carried out and planning that has not been fully implemented, this requires control in the form of an improvement in the planning and implementation process that refers to the guidelines used. Suggestions are expected to pay attention to the division of tasks, place banners for elderly health service activities, socialize to the elderly and plan activities for more routines.
