Abstract
Characteris abasic valuethatcan buildone's personality, itiswellestablisheddue to the influenceof heredityandenvironmental influences, whichdistinguishes it fromother people, as well asmanifestin attitudes andbehavior ineveryday life. Someone whocan besaid to beof good characterorexcelare thosewhoare always tryingto do thingsthe bestof theAlmighty God, ourselves, our fellow human beings, the environment and evenin the nation andthe State. The valuesof characters that canbe identifiedquite a lot, but at leastthere arecore values(corevalues)forthe valueof personal character(honest and intelligent) andsocialvaluefor thecharacter(tough and caring). The values ofthese characterswill beand have beendevelopedin thePublicUniversitiesincluding one atthe University ofSriwijaya. One strategyimplementationof character educationinPublicHigher Educationcan bedonethrough thelearningaside fromextracurricularactivitiesand development ofthe collegeculture. Andlearning activitiesareintegrated in thesyllabus, so thatteachershave obligationsin preparing a syllabusthat leads totheformation of character,and evencan be usedas the primary basisonthe formation ofstudentcharacter.
