Abstract

Realization of APBD financial in government of Musi Rawas Regency in 2016 has the low percentage of absorption budget. The research aims to determine the factors affecting realization of APBD financial in government of Musi Rawas Regency and using Ordinal Logistic Regression Analysis method. The research is conducted on 82 respondents from 32 institute in government of Musi Rawas Regency and using kuesioner. Sampling technique used is Purposive Sampling on the 2 - 15 of February 2017. The result shows that the influential factors are system comprehension and financial management procedures, external pressure, organizational commitment, and teamwork among employees, while the factors that do not influence are coordination between employees and head of institute, coordination between institute and regent, and coordination between local government and central government. The tendency to have a very high financial realization on the people in charge of activities with a high system comprehension and financial management procedures is 3,311 times than a low system comprehension and financial management procedures. Furthermore, the tendency to have a very high financial realization on the people in charge of activities with a low external pressure is 4,609 times than a high external pressure. Then, the tendency to have a very high financial realization on the people in charge of activities with a high organizational commitment is 3,105 times than a low organizational commitment. The tendency to have a very high financial realization on the people in charge of activities with a high teamwork among employees is 6,535 times than a low teamwork among employees.
