Abstract
Based on local government regulation, undang-undang nomor 22 tahun 1999, substituted by undang-undang nomor 32 tahun 2004, local government has changed fundamentally. the system is less centralized, it focusses on implementing desentralization. Before 1999, local government system was regulated by uu no 5/1974. the law was implemented more centralize, it created local government really depend on central government. The new law regulates local government more decentarlize clearly than the former, it means that local government has big autonomy to implement authorities, autonomy includes such as building organization, managing human resource, financial and formulating planning. Local government has to built organization based on needs assesment, therefore it has sense making rationally and eficiency. moreover, central government should not stricly involved structuring and formulating local government organization. To guide formulating of organization, government passed peraturan pemerintah nomor 84 tahun 2000. But the regulation does not formulate to build local government clearly and stricly, therefore some local government create their own organization less efficiently. Pp 84/2000 revised by pp 8/2003. The last one state that local government is not allowed to create more than 14 ?dinas? and 8 ?badan/kantor?. There are some requirement, to build ?dinas dan badan? some indicators are not to clear and abstract. So for until 2006, the regulation can not be implemented it has been cancelled antil the government passes the new one.
