Abstract

Environmental problems not only human biological problems, but it is also a moral issue. Natural damage such as erosion, flooding, mudflow, deforestation and forest fires not only caused anxiety for the fate of human life, but raises concerns how human behavior has crossed the line and broken. That is why environmental concems into land thinking of experts moral. Perkembangan modern civilization now has mondorong capitalistic man so greedy for the environment. Modern humans infected by the disease hedonism that is never satisfied with material needs. For that underlie the emergence of greed to the environment, because the modern human perspective to understand that natural resources are the material to be exploited for the benefit of the fulfillment of the consumptive material. Environmental management is synonymous with efforts to optimize natural resources as a supplier of material needs only. Pemerintah in enforcing environmental law, as well protect and manage the environment, establish policies regarding the procedures for the recognition of customary law communities, local knowledge and the rights of indigenous people associated with protection and management of the environment. As a functional law (functioneel rechtsgebeid), Law on Environmental Protection and Management (UUPPLH) provides three kinds of environmental law enforcement, namely the administrative law enforcement, civil and criminal. Among the three fonns of law enforcement are available, law enforcement administration regarded as the most important legal remedy. Beside of punishing pollution and destruction as well as efforts to prevent pollution and environmental destruction.
