Abstract

There are still many complaints from the public in the process of law enforcement carried out by traffic police, the process of providing evidence of violations (Tilang). Giving Electronic Tilang (E-Tilang) is an innovation based on information technology with the aim of facilitating the public in the Tilang process and bureaucratically does not need to attend a trial in the District Court. This study held in the jurisdiction of the resort police (Polresta) of Palembang was to find out about the process of prosecution, effectiveness and obstacles of prosecuting traffic violations using E-Tilang. Data were gathered by means of interviews, observation, and documentation. Technical analysis was done juridically to find out the problem under study. The results of this study showed that the process of prosecution using E-Tilang in Polresta Palembang did not run optimally and effectively. It was seen from the annual report of the traffic unit (Satlantas) of Polresta Palembang in 2017 and 2018 explaining that the enforcement of traffic violations using. E-Tilang was less compared to using a manual one. This was due to the lack of facilities and infrastructure of field staff for E-Tilang and the ability of officers in operating the application was still not evenly distributed.
