Abstract
ABSTRACT : This research is purposed (1) to analyze factor (instructor performance, internal and external representing bureaucracy system performanceI) determine farmer's prosperity both direct and indirectly through poor farmers empowerment, (2) to identify constrains in empowering such poor farmers. this research has been conducted on 208 farmers as respondent in 15 villages which are grouped in 9 districts in Banyuasin regency. The result of this research exposes that (1) instructor performance factor significantly determines farmer's prosperity (directly), nevertheless it does not significantly determine poor farmer e,powerment (indirectly). coefficient determination of bureaucracy system performance toward farmer's prosperity is 65% (R2 = 65%), on the other hand coefficient determinantion of bureaucracy sysrem performance toward farmer's prosperity is 57% (R2 = 57%). PUAP Program realization is only 15.3% vefore calculating any expenses. The expenses are estimated 61%, FARMERS non performing loan 23% and other constraints on Gaoktan institution, (2) such constraints that usually deal with are (a) changing farmer's minset (paradigm), (b) low of farmer's education, (c) long distancesof PUAP receriver villages. (d)non performing loan, and (e) lack of counseling fund. Keywords : empowerment, bureaucracy system performance, poor farmers, and PUAP program
