Abstract
ABSTRACT : This study aimed to elobrates theory and concept that has been conctructive widely with describing paragigm of theory and framework in research. the study was about :(1) agricultural development by goverment is developing farming small scale society,. (2) goverment have to construct bureaucratic system with strong commitment to empower the poor farmer to implement of PUAP (Development if Rural Business Agriculture) policy, in other to develop rural economy through BLM investment. (3) the development of poor farmers by envelopment of their participation in development sector in order they have itigh motivation, good working collaboration synergy to search collaborative goal, develop entrepreneurship, so that production and distribution can be effective and afficient
