Abstract

Underemployment phenomena in the cities of South Sumatra caused by factors of urbanization (rural and urban) that triggered by the lack of jobs in the village. Other factors which also affect underemployment: the average number of children (TFR = total fertility rate) of each family is relatively large, low education attainment, age, employment status, and self-empowerment are relatively low. Competitions of employment seek in cities led to underemployment: working in full working hours but earning under the need for decent living. This research was conducted in four (4) cities in South Sumatera, those are: Palembang, Prabumulih, Pagaralam, and Lubuk Linggau.The number of respondents 400 people. Analysis was done by descriptive qualitative and quantitative methods by using logistic regression models, and simulation. Descriptive analysis found 92% of respondents are underemployed. Logistic regression analysis found: (a) if the number of children increase the probabilities become underemployed increase, (b) the role of education is not affect the probability of underemployed, (c) an increase in self-empowerment can reduce the probability of underemployed. Simulation results reinforce that: if the average number of children ≤ 2 people and if the self-empowerment increased the probability of underemployed become lower. Thus the model policy to address the number of underemployed is: (a) control TFR, (2) increase the self-empowerment, and (c) increase in non-formal education, such as job training in accordance with their respective fields.
