Abstract

The objective of this research is to develop an instructional Indonesian syllabus to fulfil the students? need as well as the teachers of Junior High School level. This study followed the stages developed by Jolly and Bolitho. This study was carried out in Palembang City. The data collecting techniques were used: observation, questionnaire, and interview. The data gained from observation and interview were analyzed by using content analysis. The data gained from questionnaire were analyzed quantatively. The results of the research are as follows: (1) content dimension containing basics competencies, topics, and language/literary features, (2) process dimension discusses the learning strategies for the relative topics and are arranged procedurally covering the starting steps toward the end of the learning process to reach the goal setting, (3) product dimension contains the learning outcomes which are expected from the students after a certain topic being taught consists of two orientations, namely knowledge orientation and skill orientation, (4) sources, and (5) evaluation. Based on the results above, it can be concluded that the syllabus which is developed has fulfilled the criteria of scientific both from the content aspect and methodological one. Therefore, in developing syllabus for the instruction of Indonesian at Junior High School level should consider the some aspects, covering the users need, theories of syllabus development, and following the scientific stages in order to yield a good syllabus.
