Abstract

The purpose of this study are 1) to describe the mechanism of the agricultural insurance system for farmers by PT Jasindo (Persero) Palembang, 2) to analyze farmer preferences in participating of agricultural insurance, 3) to analyze the strategy of developing agricultural insurance by PT Jasindo (Persero) Palembang. This research was carried out in the Palembang city and Karang Agung Village, Jejawi District, Ogan Komering Ilir Regency on April 2019. Location selection is done purposively. Research methods use the survey method. The sampling method used is the simple random sampling as many as 31 samples, and for the formulation of the strategy, a deliberate sample of 6 key samples were taken that identified agricultural insurance at PT Jasindo Palembang. The results of this study the mechanism of agricultural insurance which begins filling out the registration form to become an insurance participant, then pays the insurance premium, then the data will be recapitulated by the insurance company (guarantor) then reported to the District / City Agriculture Office to the Provincil Agriculture Office. The factors most considered in the sustainability of agricultural insurance are land area, premium, claims and land status because they have a significant effect, while education and the number of family dependents have no significant effect on the sustainability of agricultural insurance. The priority strategies that can be used for the development of agricultural insurance at PT Jasindo Palembang are ST strategies or Diversification Strategies, namely a) Increasing socialization or literacy to the public about the importance of insurance and improving brand image with digital marketing; b) improve communication patterns between officers in the field with the stakeholders regarding the problem of claim time; c) developing climate index insurance on rice farming to deal with climate change.
