Abstract

Kota Prabumulih dengan pertumbuhan penduduk yang cukup tinggi, memiliki relevansi dengan ketersediaan ruang atau lahan. Jumlah penduduk yang terus meningkat dengan beragam aktivitasnya menuntut pemerintah untuk turut meyediakan lahan atau ruang. Peraturan Daerah Kota Prabumulih Nomor 1 Tahun 2014 merupakan langkah Kota Prabumulih untuk menyikapi masalah tata ruang di Kota Prabumulih. Berbagai permasalahan terkait penataan ruang di Kota Prabumulih marak terjadi sehingga tujuan penelitian ini adalah untuk menggali faktor apa yang mempengaruhi implementasi kebijakan rencana tata ruang wilayah di Kota Prabumulih.Penelitian ini menggunakan metode deskriptif kualitatif. Metode ini digunakan untuk lebih menggali informasi yang tajam dan akurat terkait implementasi kebijakan rencana tata ruang wilayah Kota Prabumulih. Dalam penelitian ini diperoleh hasil bahwa dari keempat faktor implementasi kebijakan (komunikasi, sumberdaya, disposisi dan struktur birokrasi) faktor terbesar yang mempengaruhi implementasi kebijakan rencana tata ruang wilayah kota Prabumulih adalah faktor sumberdaya staff. Aparatur Dinas Pekerjaan Umum dan Penataan Ruang kota Prabumulih belum memahami fungsi dan posisi peruntukan tata ruang wilayah kota Prabumulih secara utuh. Oleh karena itu untuk mengimplementasikan suatu kebijakan publik diperlukan kemampuan profesionalisasi dari para implementor agar maksud dan tujuan kebijakan yang diinginkan dapat dicapai secara optimal. Kata Kunci : Implementasi Kebijakan, Rencana Tata Ruang Wilayah ABSTRACT       The city of Prabumulih with high population growth, have relevance to the availability of space or land. The population continues to increase with a variety of activities demanding the government to take part in providing land or space. Prabumulih Regional Regulation Number 1 of 2014 was a step in the city of Prabumulih to respond to spatial issues in the city of Prabumulih. Various problems related to spatial planning in the city of Prabumulih lively occurred so that the purpose of this research is to explore what factors influence the implementation of the policy plan of spatial layout in the city Prabumulih.This study uses Qualitative descriptive methods. This method is used to further explore the sharp and accurate information related to the implementation of the spatial plan policy of Prabumulih City area. In this study acquired results that of the four factors implementing policy (communication, resources, disposition and bureaucratic structure) the biggest factor affecting the policy implementation of the spatial plan of the city of Prabumulih is Staff resource factors. Public Works office apparatus and City Room arrangement Prabumulih has not understood the function and position of spatial layout of the city of Prabumulih as a whole. Therefore, to implement a public policy it is necessary to professionalize the ability of the implementor so that the intent and objectives of the desired policy can be achieved optimally.
