Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui Faktor-Faktor Yang Mempengaruhi Penganggaran Pemeliharaan Jalan Di Wilayah I Dan Ii Kabupaten Ogan Komering Ilir Tahun 2018 Dalam Menerapkan Prinsip-Prinsip Penganggaran. Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Ogan Komering Ilir hanya menerapkan beberapa prinsip-prinsip penganggaran. Teori yang digunakan ialah Prinsip-Prinsip Penganggaran dari Shafritz dan Russel (2017:310) yang meliputi Demokratis, Adil, Transparan, Bermoral Tinggi, Berhati-hati, Akuntabel. Metode penelitian yang digunakan ialah metode kualitatif. Teknik pengumpulan data terdiri dari wawancara, observasi, dan dokumentasi. Hasil penelitian ditemukan bahwa Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Ogan Komering Ilir dalam penganggaran dana ataupun rencana pembangunan dan kegiatan sudah menerapkan prinsip transparansi, tersedianya portal resmi dari pemerintah seperti SIRUP, LPSE, E-Musrembang dan pengelolaan penganggaran dapat dipertanggung jawabkan dengan adanya bukti-bukti laporan anggaran ataupun kegiatan akan dibuat dalam bentuk Dokumen PPAS dan dicetak dalam bentuk DPA. Dinas pekerjaan Umum dan penataan ruang seharusnya dalam proses penganggaran lebih melibatkan masyarakat secara merata dan tidak memprioritaskan yang memiliki jabatan yang lebih tinggi, etika para pejabat haruslah taat pada peraturan dalam melaksanakan penganggaran maupun proses kegiatan harus mementingkan kebutuhan masyarakat dan diselesaikan dalam waktu yang telah ditentukan oleh Mendagri. ABSTRACT This research aims to determine the factors that influance budgeting road maintenance in regions I and regions II of Ogan Komering Ilir Regency in 2018 in applaying the principles of public works service budgeting and spatial planning Ogan Komering Ilir only applice a number of budgeting theories used are the principles of budgetung principles from Shafritz and Russel (2017:310) wich include Democratic, Fair, Transparent, High Moral, Cautious, Accountable. The research method used is a qualitative method of data collection techniques consisting of interviews, observation and documentation. The result of the study found that the Public Works and Spatial Planning Office of Ogan Komering Ilir Regency in budgeting funds or development plans and activities have applied the principle of transparency, the availability of official protals from the government such as SIRUP, LPSE and E-Musrembang and bugdeting management can be accounted for with the evidence of the report budgets or activities will be made in the form of PPAS documents and printed in the form of DPA. Public works services and spatial planning should be in the budgeting process involve the community more evenly and not prioritize those who have a higher position, the ethics of officials must the regulations in carrying out the budgeting and the process of activities must prioritize the interests of the community and be completed within the time specified by Minister of Home Affairs.
