Abstract

The purpose of this research are 1). Analyze the comparative and competitive advantages of rice farming in Tegal Rejo village subdistict Belitang, 2). Analyze the impact of goverment policies to tice farming in subdistict Belitang. This research was conducted in Tegal Rejo village, Belitang subdistrict. The method used in this research is survey method. Primary and secondary data collection was carried out in November - December 2019. The sampling method used in this study was a simple random sampling method with 30 sample farmers. Analysis of the data used is the analysis of PAM (Policy Analysis Matrix) to analyze the comparative and competitive advantages. The results showed that: 1) Irrigated rice farming in Tegal Rejo Village, Belitang District, Ogan Komering Ulu Timur Regency had a Comparative and Competitive Advantage seen from the SP value indicator (Social Profitability) of Rp20.332.749 with a DRCR (Domestic Resource Cost Ratio) value of 0.21 (<1) and PP (Profit Profitability) value of Rp22.617.064. with a PCR (Private Cost Ratio) value of 0.18 (<1) making it feasible and profitable to be sought. 2) Farming in Tegal Rejo Village has very high competitiveness, this can be seen from the parameters of the four values, namely Private Profitability, Social Profitability, Private Cost Ratio, and Domestic Cost Ratio is positive (4+). 3) The Impact of Government Policies on Input-Output Transfers as a whole currently in effect have a positive impact on the development of irrigated rice farming in Tegal Rejo Village. This can be seen from the indicator of Input Transfer (IT) value of Rp-957.688. Output Transfer Value (OT) value of Rp724.227 and Net Transfer (NT) value of Rp2.284.315. EPC > 1 means that the policy made is effective or the current policy support and protect irrigated rice farmers in Tegal Rejo Village, Belitang District, East OKU Regency.
