Abstract

The title of this research is “The Implementation of New Students Acceptance Policy from the Zoning System. The objects of this research is to review and also explain the implementation of policies by the Departement of Education and Culture in Ogan Ilir Regency. This research using a qualitative descriptive method that aslo the operating data and data collection techniques was adapted to a qualitative research.. This research was using the theory of policy implementation by Van Meter and Van Horn that stated 6 to measure the work of public policies implementation which are the measure and policy objectives, the policy sources, the characteristics of the executing agency, the disposition/inclination of executing agent, the communication between the organization and the organization and the condition of Social Economic and Politicsl. The result of this research shows that the implementation of Students Acceptance Policy from the Zoning System at the Junior High School Level in the Payaraman already succesfully implemented, but there are several matters that should be fixed. The matters that should be fixed can be evaluated from the measure and purpose of the policy that already achieved, adiquate human resoures, the communication it’s really important between the organization and the political elites in the implementation of Students of Acceptance Policy from the Zoning System. The result of this research recommend some improvements to the Government of Ogan Ilir Regency in order to improve the effectiveness of the implementation of New Students Acceptance Policy from the Zoning System. The Recommendation of improvements are the Government of Ogan Ilir Regency revise the mayors regulation that rules the path of zoning system acceptance policy so that be budget and acceptance students quota of the new students of Zoning system were compatible with the regulation and with the real implementation.
