Abstract

This study aims to evaluate the implementation of the Civil Service Application System (CSAS) program in determining the retirement of Civil Servants in the Government of South Sumatra Province. This research is a qualitative descriptive study which uses data collection methods like observation, interview, and documentation. The research uses evaluation theory of William N. Dunn by using the categories of effectiveness and efficiency. In analyzing the effectiveness, it will link with the audit delay theory and efficiency will link with the theory of value chain. Based on the analysis and discussion of the Civil Service Application System (CSAS) evaluation in determining the retirement of civil servants in the Government of South Sumatra Province, there are three processes of the Civil Service Application System (CSAS) that must be carried out, namely the input process of prospective retired civil servant data, the Civil Service Application System (CSAS) inbox process of prospective retired civil servant data, and verification process of technical consideration data of prospective retired civil servant data in the Implementation of the Civil Service Application System (CSAS) program. In determining the Retirement of Civil Servants in the Government of South Sumatra Province, it has not provided the expected results because the effectiveness category is still problematic in the process of verifying individual data of CSAS prospective retirement recipients The determination of the retirement takes 6 months so that it makes a delay in the process of determining the retirement, while in terms of efficiency, it is hampered due to one of domains in the central National Civil Service Agency is used by 12 Regional National Civil Service Agency so that the process in the CSAS application is hampered.
