Abstract

The purpose of this research is to find out the dominant factors and how big the influence of internal and external factors in influencing the ineffectiveness of the expenditure budget in the preparation of civil servant career development plans in the Ogan Ilir Regency Civil Service and Training Agency in 2018. The concept used is the concept of the factors that affect the effectiveness of the budget of Sutarto which includes internal factors and external factors. The research method used is descriptive quantitative survey research methods. Data collection techniques consist of: questionnaire, documentation, and observation. The results of this study indicate that the factors that influence the ineffectiveness of the expenditure budget in the preparation of Civil Servants Career Development Plan in the Regional Civil Service and Training Agency of Ogan Ilir Regency are internal factors that partially influence 54.2 percent, that external factors have no significant or weak influence , and internal factors and external factors simultaneously influence. The suggestion of this study is that the Ogan Ilir Regency Personnel and Training Agency pay more attention to internal factors and dimensions that are still not effective in increasing the effectiveness of budget absorption, namely departmentalization, flexibility, span of control, sustainability, leadership, balance
