Abstract

Juvenile delinquency is a familiar event in social life, along with the progress of the times and freedom to get along will provide space for adolescents in doing everything including deviant acts, one of which is vandalism. According to the Big Indonesian Dictionary, vandalime is interpreted as an act of damaging and destroying works of art or other valuables that are carried out roughly and ferociously. Actions against perpetrators of vandalism themselves do not have clear legal rules. Legal sanctions against acts of vandalism by law enforcement officers are only applied through Article 486 of the Criminal Code Act against adults, while the perpetrators of vandalism are still in the teenage age category. The problems discussed in this thesis are factors that cause adolescents to carry out vandalism and obstacles in eradicating vandalism, as well as efforts to overcome vandalism through non-penal policies. The research method used is empirical legal research that is legal research that explains and analyzes vandalism carried out by teenagers in public spaces. The conclusion drawing technique used is the inductive method. Based on the results of the study, the acts of vandalism carried out by adolescents were influenced by several factors, namely the influence of friends, the influence of electronic media, family, environmental influences, then the lack of facilities. The obstacle in eradicating the vandalism action is the lack of clarity in the rule of law and citizens who are not concerned about the vandalism that occurred. And non-penal countermeasures in the form of patrol activities, counseling, coordination with other agencies and the provision of facilities for creative facilities. Suggestions obtained in this Thesis are: the police in combating vandalism can act actively without waiting for reports and there should be local regulations governing the imposition of sanctions for perpetrators of these vandalism acts, both adults and adolescents. In addition, the city of Palembang should provide facilities for adolescents to express their creativity so that later it can be utilized as something that has a use value.
