Abstract

The Regional Government Work Plan and the Regional Medium Term Development Plan are regional planning documents prepared by the Regional Government which contain programs and funding frameworks that have relevance and consistency. This research is motivated by the problem of inconsistencies in the Regional Expenditure Expenditures of South Sumatra Province in the RPJMD 2013-2018, Regional Expenditure for 2018 is estimated at Rp. 8,095,830,000,000.00 while Regional Expenditures contained in the 2018 RKPD are Rp. 6,684,702,584 .952.71. The purpose of this study is to analyze the consistency of the budget between the RKPD of 2018 and the R[JMD for 2013-2018, especially in the budget at the Regional Development Planning Board of South Sumatra Province. This study uses the theory of consistency of planning and budgeting from Bastian (2006), where consistency is analyzed with five dimensions namely Indicative Ceiling, Standard Format, RKPD and OPD Renja based on Musrenbang, Budget Team and Output. In addition, the analysis was also carried out with the formula MKPP (Consolidation of Planning and Budgeting Matrix). Based on the analysis and results of the study, it can be concluded that the level of consistency is 63.4% (sixty three point four percent) in the good category, even though it is far from 100%. Obtaining the RKPD in 2018 is not consistent with the 2013-2018 RPJMD. This inconsistency occurs in 3 (three) priority programs out of the 4 (four) priority programs set. Factors that influence inconsistencies are changes in program indicators or changes in the number of targets, changes in markets, non-timely funding sources, and input from stakeholders. In addition, it is also seen from the output dimension, the budget of the Bappeda of South Sumatra Province is also not transparent and accountable to the authorized institution, but not to the community regarding the planning and budgeting that was prepared.
