Abstract

This research aims to know and describe the performance of function and job at Organisasi dan Tata Laksana department in Sekretariat Daerah Kota Palembang office. This research background is motivated by the problem of the lack of human resource capability to understand job description as a whole. The theory used in this research is Van Meter and Van Horn. There are six aspects to see the performance of policy implementation which are standard and objectives, resources, the characteristic of implementing agencies, the inter-organizational communication and enforcement activities, the disposition of implementers and economics, social and political condition. The research method is qualitative research with description approach. The data collection methods used in this research are interview, observation, and documentation. The result of this research shows that the implementation performance has already been implemented but has many problems. The aspects of target and objective already have and are implemented. The aspects of resources such as financial and time are already enough, but all of ASN have not understood the tasks and the quantities of ASN are not complete. The aspect of characteristic of implementing agencies shows the ASN are not assertive and discipline. The aspect of inter-organizational communication and enforcement activities shows there is unclear information. The aspect of disposition of implementers shows implementers have not understood the target, implementers response are accept and there is no routine job. The aspect of economic, social and political conditions are not conducive, especially social. The proposed solutions for the problem in this research are ASN should understand the task, focus on position job, staff addition, the assertive and discipline ASN characteristics, information disposition to stakeholder, and understanding the target and objective.
