Abstract

The effort taken by the Palembang City Government in optimizing regional taxes is by adopting a policy of increasing the Tax Object Selling Value (NJOP) of the Land and Building Tax (PBB) tariff, especially in certain regions or roads that, are considered strategic and the level of development is rapid, but fact tells that this policy raises negative reaction from the community. The purpose of this study was to find out how the Palembang City Government Public Relations strategy in responding to the negative reaction of the community to the increase in the Palembang City Land and Building Tax in 2019. In this study the researchers used the PR strategy planning theory by Cutlip, Center and Broom by using qualitative research methods and collecting data from conducting interviews, observation and documentation. The results of this study indicate that the Government of Palembang City Public Relations would be able to make a communication strategy program and talk show, in the stages of the strategy has met the four dimensions according towards the theory of public relations strategy planning by Cutlip, Center, and Broom. However, the results of observations made can be seen that the policy of increasing the Land and Building Tax has not been maximally disseminated by the Palembang City Government Public Relations as well as from the Palembang City Regional Tax Management Board to all levels of society.
