Abstract

This research is entitled "Implementation of Village Head Election Policy in Masam Bulau Village, Lahat Regency". This research is motivated by the persistence of problems during the registration process of prospective village head candidates, one of the candidates nominating themselves as village heads who have not comply the requirements but are still registered by the committee, there are still people who are not registered as Permanent Voter Lists, and the Campaigns has not been in accordance with regulations. The purpose of this research is to find out how the Implementation Village Head Election Policy in Masam Bulau Village, Lahat Regency. The method used in this research is descriptive qualitative method. This study uses the Implementation Theory of Merilee S. Grindle based on two indicators namely the first indicator Content of Policy, which consists of the Interests that Affect, Type of Level, Degree of Change to Be Achieved, Decision Making Locations, Program Implementers, and Sources Power Used. The second indicator is the Context of Policy, which consists of the Power, Interests, and resource used of the actors involved, Characteristics of the ruling Regime, and the Level of Compliance and Availability of Responses from Implementers). The results of this study indicate that the Implementation of Village Head Election Policy in Masam Bulau Village, Lahat Regency has been implemented well but it’s still not optimal, it can be seen from the committee that still confused about the regulations, the people who have not registered as the Permanent Voter List have not played an active role in responding to the Election Policy The Village Head and the Committee have not facilitated well for the candidates' campaigns. Suggestion for this research are the election committee must understand the tasks assigned, the community must play an active role, and the election committee must make new about breakthrough about the campaign in the village.
