Abstract

Research with the title Implementation of Non-Cash Food Aid Distribution Policy in Timbangan Village North Indralaya District Ogan Ilir Regency is motivated by the problems that occur in the implementation of BPNT Distribution in areas, especially Timbangan Village, namely that many poor people have not received food aid from the government. There was a complaint in the form of complaint from the poor to the village head at the Kelurahan office because his name is not included as BPNT recepient. So that the result of the uneven distribution of BPNT has created social jealousy.This study aims to look at the implementation process of indicators of the level of compliance, smooth functioning routines, and the desired impact performance of the theory of policy implementation according to the theory of Randall B. Ripley and Grace A. Franklin. This research uses a descriptive qualitative approach with data collection techniques using observation, interviews, and documentation. The data used are primary data and secondary data. The results of this study note that the implementation of the Non-Cash Food Aid Distribution Policy in Timbangan Village, North Indralaya District, Ogan Ilir Regency has not been said to be going well. Because there are still some problems found. This is like a ban on e-warong and KPM, there is no education and socialization to KPM, and the process of buying food at the stalls is often hampered by the stalled EDC machine. However, this is understandable because this is the first time this policy has been implemented by Timbangan Village, Indalaya Utara District, Ogan Ilir Regency, so that the existing shortcomings need to be corrected. Suggestions from this research are that the implementing government of BPNT and channeling banks should improve supervision in the field by providing guidance to e-warong and KPM regarding the implementation of BPNT, providing education and socialization to KPM regarding the implementation of BPNT, and for channeling banks are expected to further improve facilities and infrastructure in e-warong.
