Abstract

The research in this thesis is motivated by the still problems with operational vehicles that are still not optimal. Therefore this research uses descriptive qualitative method. Sources of data obtained are based on primary data through interviews and observations, and secondary data through documents, reports, regulations, and other sources. By using J.B Ghartey's theory which consists of 3 dimensions, mechanism, actor, and value. The results of this study indicate that the Accountability of the Operational Vehicle Maintenance Budget in the Women's Empowerment Office for Child Protection and Population Control in Jambi Province has not been good because there are still many problems in the field. As there are still operational vehicles that are lost, lightly damaged and severely damaged but each year are close to the target of the realization of the official budget, there are operational standards for the implementation of the Accountability Budget for Operational Vehicle Maintenance at the Women's Empowerment Office for Child Protection and Population Control in Jambi Province has been stipulated in the Law No. 17 of 2003 concerning State Finances which in the field implementation there are still many obstacles encountered. The suggestion from this finding is to improve the application of a computerized database system so that it is fully running optimally, data collection of official operational vehicle users to be effective
