Abstract

Penelitian ini dilatar belakangi oleh permasalahan yang dialami oleh calon peserta didik baru yang ingin mendaftar masuk ke sekolah menengah atas (SMA) Negeri 22 Kota Palembang jalur zonasi / dengan memprioritaskan jarak domisili rumah dengan sekolah, dimana kuota daya tampung peserta itu kurang sehingga tidak seimbang dengan jumlah calon peserta yang mendaftar, masalah tersebut timbul dikarenakan lokasi sekolah menengah atas (SMA) Negeri 22 Kota Palembang yang strategis dekat dengan pemukiman masyarakat sehingga banyak calon peserta didik yang berminat untuk masuk ke sekolah ini, selain itu sekolah menengah atas (SMA) Negeri 22 Kota Palembang ini sudah berkareditasi “A”, untuk kebijakan penerimaan peserta didik baru (PPDB) jalur zonasi sendiri diatur dalam Peraturan Menteri Pendidikan dan Kebudayaan RI Nomor 51 tahun 2018, Peraturan Gubernur Sumsel nomor 13 tahun 2017 dan Petunjuk Teknis penerimaan peserta didik baru (PPDB) SMA Negeri Provinsi Sumatera Selatan. Penelitian ini menggunakan teori Implementasi Van Meter dan Van Horn melalui enam variabel yaitu standar dan sasaran kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antar organisasi, lingkungan sosial, ekonomi, politik dan, disposisi implementor. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa observasi,wawancara, dan dokumentasi. Hasil penelitian ini menunjukan bahwa standar dan sasaran kebijakanya berasal dari Peraturan Menteri Pendidikan dan Kebudayaan RI Nomor 51 tahun 2018, Peraturan Gubernur Sumsel nomor 13 tahun 2017 dan Petunjuk Teknis penerimaan peserta didik baru (PPDB) SMA Negeri Provinsi Sumatera Selatan, dengan agen pelaksanan yakni Dinas Pendidikan Provinsi Sumatera Selatan dan sekolah menengah atas (SMA) Negeri 22 Kota Palembang, lalu sumberdaya manusia yang melaksanakan kebijakan tersebut yakni panitia penyelenggara penerimaan peserta didik baru (PPDB) SMA Negeri 22 Kota Palembang. Saran yang dapat diberikan kepada pihak implementor perlunya melihat bagaimana kondisi lingkungan sekitar sekolah sebelum menerapkan kebijakan, selain itu penyebaran informasi mengenai pelaksanaan penerimaan peserta didik baru (PPDB) jalur zonasi ini bisa ditingkatkan lagi sosialisasinya. Kata Kunci : Implementasi, Sistem Zonasi, Penerimaan Peserta Didik Baru ABSTRACT This research is motivated by problems experienced by prospective new students who wish to enroll in the 22nd high school city of Palembang by zoning / by prioritizing the distance of domicile of the house to the school, where the quota capacity of participants is less so it is not balanced with the number of prospective participants who register, the problem arises because of the strategic location of 22nd high school city of Palembang close to community settlements so that many prospective students who are interested in going to this school, in addition to this 22nd high school city of Palembang have been meditating "A", to the zoning policy for new student admission (PPDB) zones itself is regulated in the Republic of Indonesia Minister of Education and Culture Regulation No. 51 of 2018, South Sumatra Governor Regulation number 13 of 2017 and Technical Instructions for admission of new students (PPDB) of SMA Negeri South Sumatra Province. This study uses the theory of the implementation of Van Meter and Van Horn through six variables, namely policy standards and objectives, resources, characteristics of implementing agents, communication between organizations, social environment, economics, politics and implementor disposition. This study uses descriptive qualitative methods with data collection techniques such as observation, interviews, and documentation. The results of this study indicate that the standards and policy objectives are derived from the Republic of Indonesia Minister of Education and Culture Regulation No. 51 of 2018, the Regulation of the Governor of South Sumatra number 13 of 2017 and the Technical Instructions for admission of new students (PPDB) at the State High School of South Sumatra Province, with the implementing agency namely the Office Education in South Sumatra Province and Palembang 22 City High School, then the human resources implementing the policy were the organizing committee for the recruitment of new students (PPDB) 22 in Palembang City. Suggestions that can be given to the implementor need to see how the condition of the environment around the school before implementing the policy, besides that the dissemination of information about the implementation of new student admission (PPDB) zonation paths can be further enhanced.
