Abstract
This study aims to explain the implementation of KIP policies in an effort to equalize education in the District of East Baturaja in Ogan Komering Ulu Regency. This study uses a qualitative approach. The subjects of this study were the Head of Elementary School Development in the OKU District Office, the Principal and Parents of KIP recipient students. The object of research regarding the implementation of the Smart Indonesia Card policy in the Public Elementary School of East Baturaja Subdistrict, Ogan Komering Ulu Regency. Data is collected through observation, interview and documentation methods. The validity of the data is done by means of data triangulation. Data was analyzed by means of data reduction, data presentation and conclusion drawing This research uses the theory of implementation according to Merille S Grindle. KIP is cash assistance given to students whose parents are not or less able to finance their children's education. The results of the KIP implementation can support the effort of equitable education, this is indicated by students who receive KIP funds fulfilling the criteria for students' family conditions determined by KPS ownership so that students who are not in school or education are hindered by fees can go to school and realize equitable education. Based on the analysis and research in the field it can be concluded that the implementation of the Smart Indonesia Card program in the Elementary School of East Baturaja Subdistrict, Ogan Komering Regency has not been fully implemented. This is evidenced by the KIP program that is implemented every period of the program causing changes in the mechanism, misuse of KIP funds, lack of socialization from the government, difficulty in collecting receipts or evidence of the use of KIP funds.
