Abstract

The background of the writing of this thesis is because it is often reported that the authorities carried out by government officials in carrying out government functions result in losses to state finances. The panel of judges on the actions of government officials is formulated as an act of authority when a government official conflicts with authority because of the position or recommendation, is against the rule of law, contradicts the authority given to this authority and is carried out consciously and there is a real loss to the government of State finances. The legal consequence of authorized actions by government officials who are responsible for state financial losses is the consequence that must be personally responsible by returning the state's financial losses and can be punished if proven in court decisions including acts of corruption.
