Abstract

This research is motivated by the fact that there are still many construction workers in Palembang City who have certification, While the need in the construction sector is very much requiring skilled and superior construction workers, so that the increase in improving the quality of human resources in the construction sector with certification and training for construction workers in accordance with the Circular of the Mayor of Palembang Number 64.A/SE/DPUPR/2017 concerning the Acceleration of Construction Workforce Certification. The purpose of this study is to see certified construction workers in order to have superior competed. The research method used is a qualitative method with a descriptive approach. The data techniques used included interviews, observation and documentation. The theory used is the Van Horn and Van Meter theory which consists of six dimensions, namely Policy Targets and Standards, Policy Resources, Characteristics of Implementing Agencies, Attitudes of Implementers, Inter-Organizational Communication and Implementing Activities, Economic, Social and Political Environment. The results showed that the Construction Workers Certification Acceleration in Palembang City had been carried out well. In this case, the authors suggest to provide input to the Public Works and Spatial Planning Office to coordinate in the training places for construction workers such as the building hall or hall so that it can be carried out better and can run sustainably.
