Abstract

The government as a public service provider is required to be able to improve the quality of public services so that they can meet the needs of the community properly. one of the ways for the government to improve the quality of public services is to create an innovation. In this case the government is working with the City Health Office, the Health Research and Development Agency and the Ministry of Communication and Information to make this happen by creating a death report application to record every death incident that occurs in the city of Palembang. With this application, it is hoped that it will make it easier for stakeholders or the government to intervene in what programs need to be done in order to prevent and reduce diseases that cause death based on age, sex and region. This research design uses descriptive method. Research using systems theory by Azrul Azwar which includes input (input), process, output (output), and environment (environment) modified with George R. Terry's Theory to analyze processes, namely Planning (Planning), Organizing (Organizing), Actuating (Implementation ) and Controlling (Supervision). These four management functions are abbreviated as POAC. The results show that there are still many changes and improvements to be made in order to implement the Mortality Data System (MDS) application to achieve its goals.
