Abstract

Penelitian ini berjudul’ Evaluasi Kinerja Kebijakan Pemerintah Desa Dalam Pengelolaaan Alokasi Dana Desa ( Studi di Desa Tanjung Atap Barat Kecamatan Tanjung Batu Kabupaten Ogan Ilir ) penelitian ini dilatar belakangi oleh masih adanya permasalahan seperti pembagunan desa tidak secara keseluruhan hanya terfokus pada pembagunan bersifat fisik, tidak sesuai dengan peraturan Bupati Kabupaten Ogan Ilir, belum adanya pemberdayaan masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana Evaluasi Kinerja Pemerintah Desa Tanjung Atap Barat dalam pengelolaan Alokasi Dana Desa. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Penelitian ini menggunakan Teori Evaluasi Kebijakan dari William N Duun berdasarkan enam indikator evaluasi kebijakan efektivitas, efesiensi, kecukupan, perataan, responsivitas, ketepatan berdasarkan indikator pencapaian visi dalam kriteria efektivitas pengelolaan alokasi dana desa bagaimana dana tersebut terealisasi dari tahun 2017-2019. Hasil penelitian ini menunjukan kinerja pemerintah desa tanjung atap barat dalam pengelolaan alokasi dana desa sudah berjalan dengan baik namun belum maksimal , karena dalam pengelolaan masih belum terealisai pengembagan ekonomi masyarakat, pembagunan berkesinambungan yang membuat lambatnya proses pembagunan secara keseluruhan sesuai peraturan Bupati dalam prioritas pengelolaan Alokasi Dana Desa selain itu kemampuan aparatur desa masih kurang memadai masih banyak yang belum mampu menstarakan tugas terhadap kemampuan dalam pengelolaan alokasi dana desa, pada indikator ketepatan belum mampunya kebijakan yang diberikan dapat mengatasi permasalahan, selain itu peran masyarakat masih sangat kecil, keterlibatan pengelolaan alokasi Dana Desa , saran yang di rekomendasikan dalam penelitian ini, diharapkan peran Badan Pemusyawaratan Desa yaitu untuk lebih aktif komitmen dalam melakukan pengawasan pembagunan sesuai prioritas potensi Desa Tanjung Atap Barat, selain itu sumber daya manusia aparatur desa agar dapat melalukan tugas dan fungsinya dengan baik melaluhi kegiatan pelatihan dan pendidikan oleh pemerintah kecamatan Tanjung Batu dan dan Dinas Pemberdayaan Masyarakat dan desa Kabupaten Ogan Ilir. Untuk meningkatkan peran masyarakat harus ada sosialisasi terbuka yang dilakukan oleh pemerintah, misalnya dengan spanduk menarik tentang kemajuan dan potensi Desa, untuk menarik minat masyarakat dalam musyawarah desa terkait pengelolaan Alokasi Dana Desa. This research are entitled “Evaluation of Village Government Policy Performance in Village Fund Allocation Management (Study in Tanjung Atap Barat Village, Tanjung Batu District, Ogan Ilir Regency ) this research was motivated by the existence of problems such as village development not as a whole only focused on physical development, not in accordance with the regulations of the Regent of Ogan Ilir Regency, there was no community empowerment. This research are to determine how the performance evaluation of the West Tanjung Atap Village Government in managing the village fund Allocation. The method used in this research are descriptive qualitative method. This research uses William N Dunn’s Policy Evalution Theory based on six indicators of policy evalutions of efecctiveness, effeciency, suffciency, leveling, responsiveness, accuracy based on indicators of vision achievement in the criteria for effectivenees in managing village fund allocations, how these funds are realized 2017-2019. The results of this study indicate that the performance of the village goverment of Tanjung Roof Barat in the management of village fund allocation has gone well but has not been maximized, because in management there is still no realization of community economic development, sustainable development which slows down the overall development process in accordance with the regent’s regulation in managing village fund allocation priorites besides that the capacity of village officials is still inadequate, there are still many who have not been able to equalizze tasks on the abillity to menage village fund allocations, on the indicators of the accuracy of the inabillity of the policies given to to solve the problem, besides that the role of the community is still very small, the involvement of village fund allocation management, so it is hoped that the vilage goverment of Tanjung Atap Barat will provide a new breakhrough so that the community is able to play an active role in managing the allocations of village funds
