Abstract

The objectives of this study are (1) Knowing the function of UPPB Panca Makmur in processing and marketing rubber farmers in accordance with what has been described in the Regulation of the Ministry of Agriculture No. 38 of 2008 concerning "Guidelines for Processing and Marketing of Rubber Processing Materials; (2) Describe the advantages and disadvantages of the auction market mechanism for rubber processing materials at the UPPB Panca Makmur; (3) Calculating the level of marketing efficiency in terms of marketing margin, marketing profit, farmer's share and trader's share in the auction marketing system at UPPB Panca Makmur. This research was conducted at UPPB Panca Makmur in December 2020. The location of this research was chosen purposively with the consideration that Panca Tunggal Village in its marketing uses an auction system. The research method used in this research is a survey method. The sampling method used was simple random sampling method, namely 30 farmers as the sample members of UPPB Panca Makmur. Based on the results of the research, the processing and marketing functions at UPPB Panca Makmur have been running well in accordance with Permentan No. 38 of 2008. However, there are shortcomings in the marketing function, namely the unavailability of advances and capital loans for members of the UPPB Panca Makmur farmer. The advantages of the auction system at UPPB Panca Makmur are (1) Objective; (2) The price obtained by farmers is higher; (3) Safe; and (4) Fast. Meanwhile, the weakness of the auction system at UPPB Panca Makmur is the minimal availability of internet network. BOKAR's marketing costs are IDR 334 per kilogram. BOKAR's average marketing margin at UPPB Panca Makmur is IDR 372 per kilogram. The average profit of UPPB Panca Makmur rubber farmers is IDR 38 per kilogram. The farmer's share value for UPPB Panca Makmur rubber farmers is 96 percent, while the trader's share is 4 percent. And the marketing efficiency of the auction system at UPPB Panca Makmur is 0,04 percent and is classified as efficient. Keywords: UPPB function, auction system, efficiency
