Abstract

The purpose of this reseach was to determine the Transparency of Program and Activity Budget Realization Reports in South Sumatra Province in 2018, Study at the Regional Secretariat Development Administration Bureau of South Sumatra Province. The type of this research is descriptive using quaelitative research methods. The type of data used is secondary and primary data while the data collection technique uses observation, interview, and documentation techniques. This study uses the Transparency indicator variable used is the provision of information, compiling a complaint mechanism, the ease of access to information and increasing the flow of information taken from the transparency theory of Lalolo Krina Liona. The research was conducted at the Regional Secretariat Development Administration Bureau of South Sumatra Province. The results showed that the Transparency of Program and Activity Budget Realization Reports had been running according to technical guidelines and could be accounted for. However, there are findings, namely the Provision of documents Report on The Realization of Budget Programs and Activities on the official website of the development administration bureau has not reached the stage of providing facilities in the form of websites, The provision of complaint mechanisms on the website of the Bureau of Development Administration has reached the stage of availability proven by the existence of a complaint mechanism LAPOR!-SP4N, In the ease of access to information about the report of budget realization of the bureau of development administration has not been implemented due to lack of human resources experts in the field of websites, also the bureau of development administration does not cooperate with the mass media to publish budget realization report documents. Recommendations of the Development Administration Bureau should publish the budget realization report document through the website so as to realize a transparent and accountable government.
