Abstract

The purpose by doing this research are to measure and analyze financial activities in Ogan Komering Ulu regency and also to know what factor could infecting the Real State of Income. Besides that, will knew how far those factor infected based on effectivity and efficiency. The expectation is to become an information that could explained how small/big the degree effect of decentralization, fiscal position and aid of OKU. All of data that used Data used based on secondary data from Department of State Income (DISPENDA) OKU, Bureau Investigation of Statistics (BPS) and other related resorts. An outline which founded to recited financial work in OKU are following the concept of Musgrave and Musgrave, 1980; 546-551 which is formulated in 1) Fiscal Decentralization Degree 2) Fiscal Needs 3) Fiscal Capacity and 4) Fiscal Effort and formula of efektifitas and efficiency. Technical analysis by using the description of qualitatif approximation. The result indicated that the Degree of Fiscal Decentralization during range of time ten years (1994-2003) to the amount of 3 %, whereas the amount from PAD contribution + tax and non tax share portion to PDRB around 17 % that mean the higher Dependent of Regency Government to Central Government. The amount of fiscal needs looking from PAD is 5 % if adding by share portion from tax and non tax reach to 27 %. Fiscal Capacity relatively good if it compare with standard of fiscal average regency / Town around South Sumatra, and for fiscal position if using PDRB constant is 9,38 % and if using current available PDRB is around 1,7 %. Based on analyzed of factor which infected the income of PAD OKU there are several found such as that financial indicator of area by the collection effectivity of PAD in around 96,11 % white the standart assumption if same/higher than 100 % mean effective, therefore the collection of PAD in OKU is effective, cost of collection effectivity 3,95 % indicated the collection of PAD OKU already efficient with assume standard if approaching 100 % its mean not efficient.
