Abstract

This research is titled “Effectivienes Analysis of the Use Special Allocation Funds Non-physical Operational Aid for the Implementation of Early Childhood Education (BOP PAUD) in the Education and Culture Agency of Ogan Ilir Regency. This subject proposes to explain how the effectivieness of application of the special allocation funds for nonphysical BOP PAUD in the education and culture agency of Ogan Ilir in the 2008 budget year. The theory used in this research is the Money Follow Function. The results of this study indicate that the usage of the nonphysical DAK Operational Budget Aid through Early Childhood Education (BOP PAUD) has been working effectively because it has achieved the planned target and appropriate with applicable regulations. On the other hand, there is finding that the budget planning has not been performed effectively, this is due to several programs that are not carried out and the funds inserted to SILPA anad are returned to the Regional General Treasury Account (RKUD). Based on the research results, the Education adnd Culture of Ogan Ilir Regency should pay more attention and review the implementation of the usage of the BOP PAUD Special Allocation Fund, especially at the planning phase, so taht its utilization can be carried out optimally.
