Abstract

This Research aim to measure and analyze the performance of area finance in Palembang City in the Era of Application LocaI Autonomy by seeing PAD, BHPBP, and SBD as a local income. From those source, we can see the degree of Fiscal Decentralization and the Independence of Locals income in Palembang city. Except that, it also needs Efficiency and Effectiveness analyze of locals income as a indicator of area finance performance in Palembang city. The data which is used in this research is the secondary data obtained from Badan Pusat Statistik (BPS) of Palembang city, Dinas Pendapatan Daerah (DIPENDA) of Palembang city, and some literatures. Opinion framework constitution study to performance of area finance in Palembang city is the Fiscal Decentralization Degree, the Independence of Locals Income, and the Efficiency and Effectiveness. Technique analyze used the approach qualitative having the character descriptive and quantitatively. Result of this research indicate that the degree of Fiscal Decentralization during 1996-2005 equal to 14 percent and the independence of local finance about 21,62 percent which is mean the Fiscal Capacity, and the independence of local finance still low, its mean the governmental depending of Palembang city to Central government still high, The indicator of locals finance according to effectiveness of collection PAD about 94,21 percent, hence collection PAD has Effective and the Efficiency of collection PAD about 4,25 percent, hence expence collection PAD has very Efficient.
