Abstract

Cakupan ASI eksklusif di Puskesmas Muara Enim hanya sebesar 62% pada tahun 2019 masih dibawah capaian rata-rata Kabupaten Muara Enim serta target nasional 80%. Adanya kebijakan ASI eksklusif dinilai belum maksimal dalam penerapanya. Penelitian bertujuan untuk menganalisis penerapan kebijakan pemberian ASI eksklusif di wilayah kerja Puskesmas Muara Enim. Penelitian ini menggunakan metode kualitatif dengan teknik wawancara mendalam, observasi dan telaah dokumen. Informan penelitian terdiri dari 11 orang dimana 4 orang bekerja di Puskesmas Muara Enim, 3 orang sebagai kader posyandu dan 4 orang ibu yang memiliki anak usia 6 bulan - 1 tahun. Hasil penelitian menunjukan penerapan PP NO. 33 Tahun 2012 (Pemberian informasi dan edukasi tentang ASI eksklusif, pelaksanaan inisiasi menyusu dini, larangan pemberian susu formula, penerimaan bantuan dari distributor susu formula dan fasilitas penunjang pemberian ASI eksklusif) di wilayah kerja Puskesmas Muara Enim belum maksimal dalam beberapa hal, seperti pelaksanaan inisiasi menyusu dini belum maksimal karena puskesmas tidak membuka pelayanan melahirkan dan praktik inisiasi menyusu dini secara langsung serta belum maksimalnya fasilitas penunjang pemberian ASI eksklusif karena masih belum sesuai dengan standar yang berlaku. Kesimpulan penelitian adalah penerapan kebijakan pemberian ASI eksklusif di wilayah kerja Puskesmas Muara Enim belum maksimal dalam beberapa hal. Saran dalam penelitian ini yaitu Puskesmas Muara Enim dapat melakukan pengoptimalan pelaksanaan inisiasi menyusu dini seperti pelatihan bidan terkait pentingnya inisiasi menyusu dini kepada bayi baru lahir dan mengoptimalkan fasilitas penunjang ASI eksklusif seperti menambahkan sekat, tempat tidur serta petunjuk arah menuju pojok ASI. The existence of an exclusive breastfeeding policy is considered not optimal in its implementation. This study aims to analyze the implementation of the exclusive breastfeeding policy in the Muara Enim Community Health Center. This research uses qualitative research methods with in-depth interviews, observation and document review. The research informants consisted of 11 people, 4 of which worked at the Muara Enim Community Health Center, 3 as posyandu cadres and 4 mothers who had children aged 6 months - 1 year. The results showed the application of PP NO. 33 of 2012 (Providing information and education about exclusive breastfeeding, implementing early breastfeeding initiation, prohibiting formula milk feeding, receiving assistance from formula milk distributors and supporting facilities for exclusive breastfeeding) in the working area of the Muara Enim Community Health Center has not been optimal in several ways, such as the implementation of initiation. Early breastfeeding is not optimal because the puskesmas does not open direct delivery services and the practice of early initiation of breastfeeding and the supporting facilities for exclusive breastfeeding have not been maximized because it is still not in accordance with the applicable standards. The conclusion of this research is that the implementation of the policy of exclusive breastfeeding in the working area of the Muara Enim Community Health Center has not been maximized because there are still several obstacles in its implementation. The suggestion in this research is that Muara Enim Puskesmas can optimize the implementation of early breastfeeding initiations such as midwife training related to the importance of early initiation of breastfeeding for newborns. Optimizing exclusive breastfeeding support facilities such as adding bulkheads, beds and directions to the breastfeeding corner.
