Abstract

This research is motivated by several phenomena, namely the KUBE group that disbanded because the members were not cohesive and the business was stuck due to a lack of social companions. This study aims to determine the success of the Implementation of Productive Economic Social Business Assistance to Joint Business Groups for Handling the Poor at KUBE Sinar Tani. This study uses an implementation theory model proposed by Marille S. Grindle which states that the success of implementation is determined by the content of the policy which consists of influencing interests, types of benefits, degrees of change, location of decision making, program implementers and the resources used. Then the policy environment which consists of the power, interests and strategies of the actors involved, the characteristics of the institutions and regimes in power as well as the level of compliance and the response from the implementers. This type of research is descriptive research with a qualitative approach. The results of this study have not been implemented because in terms of the impact of the policy, it has not provided a level of business independence for the recipients of business social assistance at KUBE Sinar Tani who still need guidance from KUBE social assistants and only have an income impact. This is due to the content of the policy, which is not yet providing independence and in terms of the policy environment, a lack of strategy, namely training for beneficiaries. The suggestion is that policy implementers can provide sufficient training and assistance to create business independence.
