Abstract

Penelitian ini bertujuan untuk menjelaskan bagaimana proses negosiasi kerjasama AIHSP dalam menangani Zoonotic EID di Indonesia Tahun 2020 dan untuk menganalisis Workplan AIHSP dalam peningkatan Health Security terhadap Zoonotic EID tahun 2020-2025. Jangkauan penelitian ini dari awal masuknya kerjasama sampai penandatanganan kerjasama. Sementara metode penelitian ini metode deskriptif kualitatif berlandaskan fenomenologis Pendekatan yang digunakan dalam penelitian ini, yakni; (a) Konsep Negotiating Agreements oleh William Zartman dan Maureen Berman (1982) yang terbagi atas tiga fase; diagnosis and other preparations, negotiating formula, dan negotiating details. (b) Konsep Health Security menghadirkan 3 strategi umum yaitu; Inception, Development dan Implementation. Hasil penelitian ini menunjukan bahwa dalam proses negosiasi kerjasama AIHSP melewati tiga tahap. Pertama, tahap diagnosis and other preparations: diadakannya pertemuan pihak Indonesia terdiri dari kementerian/lembaga terkait membahas mengenai gambaran umum kerjasama, usulan-usulan, dan penentuan otoritas koordinasi. Kedua, tahap negotiating formula bernegosiasi menuju kesepakatan yang lebih eksplisit; pembahasan Subsidiary Arrangement AIHSP, fokus kerjasama, concerns dan usulan-usulan oleh kedua pihak. Terakhir, negotiating details; proses pembuatan workplan AIHSP meliputi tiga tahap. Pertama, ideas stage; pemetaan program proiritas nasional bidang kesehatan. Kedua, Thesis statement; Perencanaan Workplan. Ketiga, Analysis stage; menggunakan tiga strategi umum; Inception, Development, dan Implementation. Tahap finalisasi; diskusi, review workplan, dan penandatanganan Subsidiary Arrangement AIHSP.
